During last week he had made MoU’s with companies Global in-house project by ANSR consulting private limited,  block chain conduent  softwares and others which create around 19,000 employment opportunities. Even the establishment of HCL and other companies here in capital city and in the state had Lokesh strenuous efforts behind. Lokesh himself is handling the entire process right from speaking to companies’ managements, inviting them to state, negotiation with them and closing the deals.
Lokesh holding the ministry of Information and technology, electronics and communication (ITE&C) had completed six months. By then the state government had framed few IT policies to attract IT companies to the state. After Lokesh swearing in as ITE&C Minister he had promised to enable the creation of one lakh IT jobs and brings in the investment of USD 2 billion. Accordingly the state had developed a friendly policy environment to spur the investments into the state through Andhra Pradesh Information Technology Policy of 2014-2020, Andhra Pradesh Electronics Policy of 2014-2020, Andhra Pradesh innovation and start up policy of 2016-2020, cyber security policy of 2017, global in-house centres policy 2017-2020 and designated technology parks policy of 2017-2020. All these policies are established to promote and develop IT in the state.
On the other side Lokesh is also actively working on creating Artificial intelligence, cloud hub policy to enable the setup of hyper scale data centres and associated ecosystems in the state.
According to Mr Lokesh these policies will not only incentivize IT and Electronics companies but also developers to create much required IT infrastructure in the state. To ensure the IT development the said policies were based on pillars of human capital development, creation of infrastructure, incentives for employment generation and promotion of good governance.
According to IT Department by 2014 AP had 132 units in IT and Electronics and an estimated employment of 20,594. As against this at present there are 448 IT and Electronics units providing employment to nearly 32900 people. This growth in the sector has been facilitated by incentives provided by state government.
The important companies grounded until now in IT and electronics sector are Foxconn, celkon, Wipro, HCL,  Karvy, IES, Phycare, Rotomaker, Groupo Antolin, VGS, KJ systems and others. The government inked an MoU with block chain Conduent, ANSR, Franklin Templeton, Zoho, WNS, Patra, Maveric, innominds, and Pulus. Many of these MoUs are inked by the Chief Minister N Chandrababu Naidu during his last US visit.
Government had incorporated IT in multiple areas including rest time ground water monitoring, weather monitoring, reservoir monitoring through drones, e-Aushadhi, NTR bharosa, me-seva, e-PDS, street lights monitoring and others.
An IT official said, Lokesh is trying to bring all other programmes under real time governance  and is striving hard to fulfil his commitment of 1 lakh jobs. He further said of accordingly making policies.
The IT Ministry is designing policies to invite companies to the state to establish their units and develop IT. Andhra Pradesh information technology policy, Cyber Security policy, global in-house policies are bought up until now. Along with these to accelerate the IT development, to provide office space and rental guarantee, designated technology parks policy 2017-2020 is designed.
